5.6.9 – Does your university as a body have a paternity policy that support women’s participation by ensuring that non-gestational parents can participate in childcare duties?

Paternity Leave

As a public university, Hacettepe University is legally required to comply with the provisions of the Civil Servants Law No. 657, which regulates all leave entitlements for public employees, including paternity and family-related leave. In this framework, Article 104 governs the University’s implementation of paternity leave. The Personnel Department of Hacettepe University is responsible for applying these statutory provisions and publicly sharing all relevant regulations, procedures, and guidelines on its official website.

  • In the event of the spouse’s childbirth:

    • A male employee is entitled to ten (10) days of paid paternity leave upon request.

    • This leave is granted as an excused and fully remunerated administrative leave, and the employee’s rights, benefits, and seniority remain fully protected.

  • Related family-related excused leave under the same article:

    • Article 104 further entitles employees to seven (7) days of paid excused leave in cases of:

      • the employee’s own marriage,

      • the marriage of the employee’s child,

      • the death of the employee’s spouse, child, or

      • the death of the parents or siblings of either the employee or the employee’s spouse.

These provisions establish the University’s legally binding framework for paternity and family-related leave, supporting shared childcare responsibilities and enabling non-gestational parents to participate actively in caregiving.
